But the preliminary agreement between the USA and France comes ahead of two key meetings between both leaders and Russian President Vladimir Putin.

The military said a reconnaissance drone from Syria flew 10 kilometers into Israeli airspace the previous day.
So in addition to discussing the fluid situation in Syria, the two leaders are expected to deal with other issues, and the inter-connectivity between them, such as the significance of the US withdrawal from the Iranian nuclear deal; how to get Iran to exit Syria; the sanctions on Russian Federation as a result of the Ukrainian issue; and US President Donald Trump's long-awaited ideas for a Mideast peace plan.
The Israeli official who requested anonymity said Russian Federation was working to distance Iranian forces from the Golan and had proposed that they be kept 80 km (50 miles) away but that this fell short of Israel's demand for their full exit along with that of Tehran-sponsored militias.
"We were afraid in the beginning to come [because we view Israelis] as Zionists and enemies", said an anonymous Syrian mother quoted by Ynet, who then added that "it's the opposite".
A report by the New Yorker magazine on Tuesday claimed that Israel, Saudi Arabia, the United Arab Emirates had all separately urged Trump to offer Putin to lift USA sanctions related to its 2014 annexation of Crimea in exchange for removing Iranian forces from Syria.
"The IDF (Israeli Defence Forces) holds the Syrian regime accountable for the actions carried out in its territory and warns it from further action against Israeli forces", the Israeli statement said. Israel has threatened to open fire at any Syrian government forces that try to deploy in a demilitarised Golan buffer zone set up under a 1974 UN-monitored armistice.
"As long as there is coordination", said Yehuda Blanga, an expert on Syria and Egypt from the Department of Middle Eastern Studies at the Bar Ilan University in Israel, "there is an understanding between the Russians and Israelis". They said a Patriot missile was used to shoot the drone down. "Let's have a thorough talk about them", Putin told Netanyahu before the meeting.
