"Aviation and artillery continues to inflict surgical strikes on the command posts and firing positions of the IS in Yarmouk, Al-Hajar al-Aswad and the al-Kadam Quarter".
State-run al-Ikhbariya TV said the government hopes to isolate IS in the Hajar al-Aswad.
UNRWA, the United Nations agency that cares for Palestinians, said two Palestinian refugee civilians - a father and son - had been killed in their home in the adjacent Palestinian camp of Yarmouk.
"This brings to nine the number of civilians killed since the shelling escalated on Thursday", said Observatory head Rami Abdel Rahman.
The Syrian government is working to secure the surroundings of Damascus through evacuation deals with rebels, and the ongoing military offensive on IS militants south of the capital. Chris Gunnes, a spokesman for the United Nations Palestinian refugee agency said majority had been forcibly displaced to the neighboring area of Yalda since heightened attacks started last week.
"Yarmouk has been transformed into a death camp, like one of the lower regions of hell".
The Syrian army bombarded a jihadist enclave in south Damascus on Monday, state television and a war monitor said, as Bashar al-Assad seeks to regain all ground near the capital.
Regime leader Bashar al Assad, backed by Iran and Russian Federation, is seeking to crush the last few besieged opposition enclaves, building on the defeat of fighters in the eastern Ghouta region, which was the opposition groups' last major stronghold near the capital.
The evacuations from eastern Qalamoun come only days after rebels surrendered the nearby town of Dumayr, also in northeast Damascus, to government forces and around two weeks after rebels in the Eastern Ghouta suburbs of Damascus surrendered their last pocket of territory to government forces.
They would be transferred to the rebel-held northern town of Jarabulus in Aleppo province and to the neighbouring province of Idlib, where hardline rebels have their strongest grip on power.
The report added that the evacuees were supposed to gather at a point on the outskirts of Ruhaybah, where they would begin their second part of their journey to the north of Syria later in the day.
"The Iraqi air raids, carried out by several F-16s in Syria on April 19, targeted IS (Daesh) terrorists who represented a danger to Iraq", said General Yahya Rasool, spokesman for the Joint Operations Command (JOC), which coordinates the fight against Daesh in Iraq.
