Former Catalan president Carles Puigdemont called again on the Spanish government to begin negotiations over Catalonia's secession declaration.

Earlier this week, a German court rejected an extradition request for Mr Puigdemont on the more serious charge of rebellion for his role in the campaign for Catalonia's independence that could have resulted in a decades-long jail sentence in Spain. "He keeps his rights as a deputy and to be (regional) president", said Puigdemont at a news conference in Berlin on Saturday.

A court official in Germany says that former Catalan leader Carles Puigdemont's release from prison is conditioned on his remaining in Germany while extradition proceedings continue and reporting to police once a week.

Spain's Supreme Court says the magistrate investigating Catalan separatists' attempt to break away from Spain is considering consulting the European Court of Justice on the procedures for extradition among European Union member states.

The Spanish Supreme Court is also considering appealing to the European Court of Justice in Luxembourg for a preliminary ruling on the case.

The court said Thursday that Puigdemont can't be extradited on the main charge Spain is leveling against him, that of rebellion, because the comparable German charge of treason specifies "violence".

Puigdemont, who was released on bail from a German prison on Friday, said, "My wish is to return to Belgium".




The deposed leader left a prison in the northern state of Schleswig-Holstein on Friday afternoon after posting €75,000 (£65,000) in bail.

The 55-year-old was detained March 25 after crossing the border from Denmark.

Ms. Barley claimed that it was now up to Spain to prove that their additional prices against Mr. Puigdemont, which she said "won't even be more easy".

"I am concerned that charges of rebellion for acts that do not involve violence or incitement to violence may interfere with rights of public protest and dissent", the Special Rapporteur said.

Madrid also accuses Puigdemont of misuse of public funds.

Spain is seeking Puigdemont's extradition for rebellion and misuse of public funds in organizing an unauthorized referendum past year on Catalonia's independence from Spain. He was travelling by vehicle through Germany at the time, from Finland to Belgium, where he has lived since fleeing Spanish justice a year ago.
